Harris County, Texas – Archistar is thrilled to announce Harris County is the latest municipality to join the growing roster of 30-plus cities and counties in production with Archistar AI PreCheck. Harris County will use Archistar’s AI plan review platform to modernize its permitting process.
Home to the city of Houston, Harris County is the most populous county in Texas and the third-most populous county in the United States. It spans over 1,778 square miles, with a population of 5 million people and 34 cities within its borders.
There are 27 Fortune 500 companies in the Houston metropolitan area, and Texas Medical Center is the world’s largest medical complex, employing over 100,000 people. NASA’s Johnson Space Center is also located in the area.

Harris County’s Partnership with Archistar
After extensive review, Harris County’s Office of the County Engineer chose the Archistar AI PreCheck platform to enhance its permitting process. The County will use AI PreCheck’s Completeness Check, Compliance Analysis, and QA/QC validation tools to ensure accuracy and efficiency.
The County plans to roll out several application types to run through AI PreCheck, including site development, commercial building/fire code, fire protection, platting, cellular communication towers, Extraterritorial Jurisdiction (ETJ) signs, toll road signs, stormwater quality renewals, and public right-of-way notifications.
“Harris County is advancing a more efficient and predictable permitting process by integrating AI-powered completeness, compliance, and QA/QC automation into its existing ePermits environment,” says Paul Gosselin, Regional Sales Director at Archistar.
“Applicants will receive earlier, clearer feedback before submission, while County staff retain authority over every decision,” he says. “From administrative review and resubmittal analysis to subdivision plat validation, this initiative is designed to reduce rework, improve transparency, and help the County deliver faster service at scale.”
County Goals and AI Governance
To support Harris County’s continued growth, Archistar will help the County reach its goals of reducing review time for permit applications and the number of plan resubmittals, cutting back on manual administrative review, and improving customer service through chatbot integration.
Meanwhile, AI governance and data security are a priority to ensure success for Harris County’s Office of the County Engineer and its Permits Division. Archistar, which is ISO/IEC 27001 and 42001 certified, will provide the County with managed infrastructure security, data encryption to protect client data, manual override and escalation controls, auditability, and other governance capabilities.
